From April 24 to 28, 2026, a delegation from the Hengshui Municipal Government’s Economic and Trade Mission and the Anping Women Entrepreneurs Association visited Vietnam for a specialized business and industry study tour. The delegation gained first-hand insights into the overseas development of Chinese enterprises, attended the groundbreaking ceremony of the Yaode Factory, and conducted in-depth visits to local industrial parks and industrial ecosystems, further supporting Anping’s wire mesh industry in expanding into international markets.
The delegation included Zhang Yu, Director of the Hengshui Municipal Bureau of Commerce; Liu Qinggang, Deputy Secretary-General of the Hengshui Municipal Government; Yin Weimin, Director of the Hengshui Municipal Bureau of Industry and Information Technology; Wei Wenhua, Director of the Hengshui Municipal Bureau of Science and Technology; Zhao Chaoying, Deputy Mayor of Anping County; Ma Zhan-ying, Director of the Anping County Bureau of Industry and Information Technology; and representatives of the Anping Women Entrepreneurs Association.
Lu Qianli, Chairman of Lushi Holdings and Chairman of Hebei Jinbiao Construction Materials tech Corp.,Ltd., as well as Liu Cong, General Manager of Yaode New Materials Co., Ltd. and Jiuzhou New Materials Co., Ltd., accompanied the delegation throughout the visit.
During the trip, the delegation visited Y&D Vietnam, Yaode Factory, Zhoude Industrial Park, Hongtu Industrial Park, Pingying Group, Tengda Technology, and other enterprises and industrial facilities. They gained first-hand knowledge of the logistics and warehousing operations of Y&D Vietnam and attended the groundbreaking ceremony of the Yaode Factory.
During the visit, Chairman Lu Qianli provided a detailed report on the construction and operation of the Jiuzhou Factory in Vietnam. The Jiuzhou Factory has now been completed and has entered full-scale production. It primarily manufactures geogrids and other transportation safety and infrastructure products.
In the next stage, the factory will introduce steel mesh production equipment to further expand its product portfolio and enhance its processing capabilities, enabling it to better meet the growing demand for transportation safety and geotechnical materials in Vietnam and across Southeast Asia.
As a representative project of Anping wire mesh enterprises expanding overseas, the steady progress of the Jiuzhou Factory—from construction to trial production—demonstrates the growing international competitiveness of Anping’s wire mesh industry.
As an important milestone in Lushi Holdings’ industrial development in Vietnam, the groundbreaking of the Yaode Factory marks the company’s transition from operating a single production base to establishing a multi-factory collaborative development model in the Vietnamese market. It also adds another important foothold for Anping’s wire mesh industry to further develop its presence in Southeast Asia.
At the groundbreaking ceremony, Chairman Lu Qianli expressed his appreciation for the long-term attention and support provided by the local Party committees and governments for the company’s overseas development. He stated that Lushi Holdings and Jinbiao will continue to remain focused on their core businesses, steadily expand into international markets, and serve both domestic and overseas customers with high-quality products and services.
Known as the “Hometown of Wire Mesh in China,” Anping is home to more than 16,000 wire mesh production and processing enterprises. Its products are exported to more than 190 countries and regions, accounting for over 70% of the global market.
In recent years, Anping County has actively encouraged and supported local enterprises in responding to the Belt and Road Initiative, encouraging leading companies to expand overseas and build global production and sales networks.
As one of the leading enterprises in Anping’s wire mesh industry, Jinbiao has established production bases and offices in Singapore, Vietnam, and Malaysia. The visit of the Hengshui Municipal and Anping County delegations to Vietnam reflects the government’s strong support and attention to Anping enterprises operating overseas. It also represents a vivid example of government support, enterprise internationalization, and industrial upgrading working together to drive high-quality development.
Looking ahead, Jinbiao will continue to take manufacturing excellence as its foundation and innovation as its driving force. Leveraging the dual engines of the Jiuzhou Factory’s production operations and the construction of the Yaode Factory, the company will accelerate its expansion in Vietnam and strengthen its presence across Southeast Asia.
